This is an Iranian (Persian) token, more used as new year gift .The inscription on it is Arabic: Ya Sahib Al Zaman.
Ya is interjection in Arabic, Sahib Al Zaman is trait of 12th Imam of Shia in Islam, it means Owner of time in English.
