This charity token was likely issued by a major Jewish seminary in Jerusalem in the 1890s and 1900s. Rich members of the community could buy 20 tokens at a rate of 10 Ottoman paras. They would then give the tokens to local poor people as charity, who could redeem the tokens at the seminary.
