Bronze plating flaking off?

I have a coin from New Zealand that is supposed to be bronze. Instead it is two-toned--like the bronze or silver plating is flaking off. Does anyone know about things like this?
Are you 100% sure it's a bronze coin and not copper-plated steel or some other cheaper alternative like zinc. Sorry I can't say I know much about New Zealand coins. Check the Numista catalogue and see what the coin is made of - if it says bronze it could be an error so cross-reference with other sources just to make sure. If the coin is meant to be bronze and it is not actually made of bronze, it is possible it is a real off-metal strike or a fake off-metal strike.
The only reference I have (other than Numista) says:"Silver Fern Leaf, Bronze".  But I have both colors on both sides.

Judging by how the coating is wearing off the high points of the relief, it looks like the coin was coated in a metallic paint.

I read online that it is a coating and there seems to be a problem with the coins that used this process. If I can find the reference again I will add the link.
