Any suggestions on a free app to rotate photos by degree? I'd like to be able to set a central point and just rotate a darned circle. All of the regular apps rotate a square, so the size changes as you go around.
I use PhotoScape X Pro (free) for most coin picture related things.
But depending on your image file in most cases your round coin picture is a square you just have to recrop it after you're done with the rotating.
You could also post the picture you want to rotate to help you.
Even better, I have found that in Paint3D, if I use magic select, then click "ADD" and draw a circle around the selection, it doesn't remove light pixels on the coin edge. Then I can rotate the whole coin perfectly on it's central axis. Perfect for what we do.
I've only got an old laptop with windows 7
I use the windows live photo gallery.
I have to put the picture into "Paint" then I increase the size to 200% and stretch the surrounding background, pick up the image & move into the centre & save.
I then go into "Windows live photo gallery" , "Edit Organize or Share" , "Edit" , "View file" , "Fine tune" , "Adjust photo" .
I hope that this can help anyone with an older computer.

I use Picture Manager (part of MS Office) to rotate pictures (by a tenth of a degree if you want to), adjust the format (if necessary) and crop and PhotoScape 3.7 (free) for removing the background.
I use Paint Shop Pro V5. It is an older version (1998) that I got for free on an old computer mag CD. I have tried the later versions but they are so complicated I hate them.
V5 does everything I need. Crop, Rotate, Resize, Brightness, Contrast etc. It even will make coins that are not circular, i.e oval shaped due to the angle the photo was originally taken, circular again.
