Unknown iron coin

Hey guys, my friend was given this coin years ago and they have not been able to identify it so I'm trying to see if there's someone who may have seen this obscure piece before! All I know is it's made of iron, looks like it may have been poured in a mold and got too hot and cracked from the cracking in the metal. And I can't make put the lettering either. So any help would he much appreciated!

You can reed xxxxxxMENT.CExxx (for GOVERNMENT.CEYLON) and the denomination can only be 12. Like you've said, the weight will confirm it's a 1/12 Rixdollar.
Concerning the date, only 181 is readable. The fourth digit certainly isn't a 1 but I can't make out whether it's a 2, 3, 4 or 5.
