I have no idea if it is a genuine one, but even a genuine one would still be pretty pretty cheap

​Maybe I'm missing something very obvious but there's 2 sales recorded on the coin page you linked, one for JPY 230,000 (2,000 USD today) and one for a coin in VF condition for JPY 36,000 (314 USD today). Neither of those sounds pretty pretty cheap to me.

Even NGC shows it at 300 USD for VG condition.

​Oops I attached the link to a very rare version of it - you could search Kan'eitsūhō on this site yourself and check which version it belongs to. Normally it takes no more than 3 USD.
