Seems to be a werth marke or wert-marke token.

Closely associated with the German Empire, they were marked and used by businesses and communities worldwide. They were made with a baffling array of counter marks.

I’ve seen a better description of the category, but couldn’t locate it again in a quick search. Good luck on this challenge!
