Wow! You are brave to get one of these.  I wouldn't touch this at all.  There are so many fakes out there that it is nearly impossible to find legit ones these days. There is a high probability that its fake, unfortunately, but I'll let more experienced members comment…

It's a sycee made for feng shui. The inscription on the top is a classic idiom about wealth gathering. It's likely not made from silver.
