This note from the Falkland Islands miss a ruling authority. 

 

For what I can figure out, it belongs under here:

Still as it was apparently notes made only to pay local workers community, I wonder if it shouldnt fall under exonumia

Might it not qualify it as a notgeld of some kind? 

Its nature might depend on its acceptance beyond the Falkland Islands, and on whether or not it was then only currency on the islands at the time.

Of course, no emergency :-)

From reading about this entrepreneur's life and settlement he founded, we may consider them as local notgeld indeed

Vernet was appointed as Military and Civil Commander of Falkland Islands and the Islands adjacent to Cape Horn by the Government of Buenos Aires (his appointment was in the name of the Republic of Buenos Aires).[11] A proclamation naming Vernet as Governor was issued by the Government in Buenos Aires on 10 June 1829.

The United Provinces of the Rio de la Plata had its capital in Buenos Aires according to a link from the OP reference page.

The article you linked to says they circlated on the islands, so I can't see how it would not classify as regular paper money.

My point is that these were used to pay workers. There are multiple reasons for which something is exonumia.

Having only 1 employer issuing specific notes to pay its workers is exonumia imo

That seems reasonable in a larger society but isn't the point that, at time of issue, those workers were the only human inhabitants of the islands. That the notes contnued to circulate after other settlers arrived makes it clear they were in general circulation.

He wasn't a monarch, so I don't see any reason to. United Provinces of the Río de la Plata (1820-1831) seems to be right according to here.

Ruling authorities encompass way more things than monarchs.

We could for instance have him as governor (it is one of the 100 titles we can attach to ruling authorities), attached to a ruler group named “United Provinces of the Río de la Plata” which would become a sub issuer name, making it searchable in the selector of issuers

I didn't know non-royal leaders were used as ruling authorities. However, according to the link, he was only Governor from 1829. Since his signature is on the notes, his name should definitely feature somewhere on the page to make it searchable. Hibernia is the referee for the Falklands, so perhaps we can let him make the appropriate changes?

Well, we have periods like wars or regimes, but also all types of nobilities and as well governors, ministers, bishops, satraps, regents, abbots, etc etc etc

His opinion is definitely welcome but only Admins can create ruling authorities or banknote signatures so we'll need to receive a request. It is precisely why I relaunched this thread.

My undrstanding of the Falkland Islands in this era suggests that ‘United Provinces of the Rio de la Plata (1810-1831)’ is the appropriate ruling authority for this note.

Only one image seems to exist of this - I have come across several instances of it - so it is unlikely that we will source a reverse image, or improve on the existing obverse.
