It's not a circulating coin, that's for sure. It's a silver bullion coin. Or should be at least. I've never seen another one like this, so it's difficult to say if it's actually silver. You'd probably have to test it (or have a coin shop / jeweler test it) to know for sure. If it is silver, I would think it's only worth melt value.

Should have included that link in your post then. It's a bullion “coin” typically sold/bought at a premium over melt value as an investment with the hope that the price of silver will increase long term. Those that make/sell them are in business to make money so obviously they won't sell them at melt value.
