Ordinary circulating coin.  Two of 120 million. 

But that is from S mint, doesn't that produce sliver or proof coins?

The San Francisco mint in that year produced proof sets and circulation coins.  These coins (other than WWII) have never been made in silver. Yours are not proofs.
