Many coins have a monarch, and the guidelines say nothing about when use this tag. This creates indecision among the contributors when they modifying coins with monarchs.
I found the problem that some referees only accept this tag if the monarch is not the ruler of the issuer in those years, but other referees always accept this tag.
I think this issue should be made clearer in the guidelines, avoiding inconsistencies in the catalogue.
