Coin identification, is this 1964 Nehru proof coin?

No. Proofs have a mint mark B.

Numista does say that, but every proof coin i searched does not have ‘B’ mint mark, they only have diamond mark like the one on mine. 

I've found some coins that NGC grades as PF but PCGS calls them PL.  NGC still states they have a B mint mark. 

I've yet to find one with B mint mark but here are a couple from the same time frame that have it.

The one rupee you are showing is the 1969 gandhi coin i believe, because the 1964 Nehru coin has ‘1’ on the observe and not just the Ashoka lion

My bad, so what do you think of this coin? could it be proof?

So the 1964 Proof probably did not have a B mint mark.

Thank you for the information, i guess it from one of those sets given that my other commemorative coins from 1964 are Matt and dull finish. It must have slipped into circulation somehow and ended up in an antique among other commemorative coins. Thank you so much for the help :)
