I recently received 6 telephone cards issued , I think, by China Post (Taiwan, R. o. C ).  I have the impression that these types of item are collectable. If that is correct, what is the proper forum to list  them as available?

Telephone cards are not in the scope of Numista. You should probably list them on another site.
