Curious about a 2€ rotation error (1999, france)

Hi,

I found a 1999 France 2€ with what looks like a big die rotation from what I read online  (about 80°) and slightly shifted “2 **” edge marks. I’m not really sure what to think about it. Is this the sort of thing that’s actually rare or just a normal mint quirk? Any insights would be awesome!
