Interested to hear theories...I have a few Austria/Hungary coins with this, maybe some German ones too. Looks like it is intentional and decorative, or maybe they were wrapped with string or ribbon to a box or envelope as a gift...?

Probably caused by tape. Here's a related big warning: Rubber bands contain sulfur and they will create an ugly black band on any silver item, even through plastic!

It could also be that the rest of the coin that was not under the rubber toned over the years, or the chemicals in the plastic discolored it.

Yes, but the point was that rubber causes coins to discolour, so they wouldn't look nice and clean underneath, Which is why I think it's more likely to be ribbon or shoelace or tape.
