Fake one dollar? or what?

I got this coin i have no idea what it is.




Diameter: 19.1mm
Weight: 1.09gr

Obverse seems bland but it's hard to tell for sure in such a bad condition.Reverse seems to be a morgan dollar eagle but there is no match in both weight and diameter...what could this be? B.
Why not to attribute it as a souvenir?

Looks kinda like this one, but with minor differences and in really rough shape.  They never made a legit 1 Dollar coin with the back of a US quarter...

Most probably no connection with the link above. The size and images and weight and metal differs from the item in question.

At first i thought it could be a misstrike, a wrong planchet with no rim...still even if it's such a thing it's worth nothing in such condition.

There's no problem with it as a "souvenir", but have you ever saw such a thing to be sold at, let say a museum or else?

Yeah Holindaze! That's a good guess! didn't thought about that as it's not so common here for politicians to give anything to anybody!

Now have you ever seen such a gift at such event?
For political propaganda it should have images of the issuer.
