I dont think its Algeria. At least not ottoman. It doesnot looks like neither Manghir, nor Asper .

It is some kind of writing.
But know that the die used for this coin is propably made for a coin with higher denomination.
So a lot of the writing is off-flan.

I have figured it out, it is a copper Dam from the mughal empire, elichpur mint,muhammed shah emperor, 1719-1748 AD
