Nah. With a mintage of 400,000 it might just squeak in as scarce.
These "rare" designations are a complete joke and one of the main obstacles to Numista being regarded as a credible source by serious collectors.
A 1933 UK penny is ultra rare, there are either 6 or seven known examples. Seeing coins with mintages in the hundreds of thousands described as rare is just stupid beyond belief.
Whoever is responsible for this should be soundly thrashed by my manservant like in the good old days. At dawn. While I sit on my front porch with a mint juleep and watch.
Non illegitimis carborundum est. Excellent advice for all coins.

I just read from a finnish numismatic forum that the amount of coins made in 1867 is 300,000 but most of them had the date 1866 and it is believed that the last batch of the 1867 25p coins had the date 1867 on them which means that the mintage is actually only 48,000.
Same thing with the other denominations made in 1867, it's a scarce year for most of the finnish coins, some of the denominations don't have 1867 at all.
