It is interesting to note that Tsar Nicholas II (as well as Kaiser Wilhelm II) was Victoria's grandson. So there is a tenuous relationship between Queen Victoria and Russian nobilty. The Russian eagle carries an orb and a scepter though, not a sword (the Austrian eagle carries all 3).

Not sure that has anything to do with this token.
