Can some one help me reading the legend?
I wonder if it ends at "RIGENSIS  3" or "RIGENSI 83".
I believe it is the first case but, if yes, what is the date?
Do I see a "8" at the end? In this case the date would be (16)38.

It's 38. 1638. Queen Christina was Queen in Sweden 16332-1654 and Riga was under Swedish gouverment. The 8 is smaller and right of the top. Compare this link http://www.ebay.ca/itm/121661565377
