Who approves addition of coin for country with no referee

I have requested the addition of a coin from Crimea on 12/21/15. Since this country has no referee, who will approve this addition?

Team members do that, however, if country has a referee but he/she is inactive, request will stay unvalidated.

Catalogue administrators only, not all team members.
Administrateur du catalogue, référent de nombreuses nations antiques et de la Lorraine.

So who are team members and what are their duties? Who are catalog administrators and what are their duties? Are they appointed by someone?

Admin approves both - team members and catalogue administrators. And referees of course. However, admin is somehow absent.
