Most definitely a defective planchet, so an error coin, and quite a spectacular one.

I'll go in with my own non-expert opinion - a spot of clear glue (or something similar).

Oh! I never thought it could be some clear glue- or plastic-like concretion, but I would have expected KIETH to tell us that. If so, then obviously it wouldn't be of any interest or value.

Hi Camerinvs/January, I've inspected the object with 5x eyeloop and this is it. 1st metal overlay at the lower right side portion of 2013 & Jose Rizal. 2nd metal overlay (thick) above bust.
