Victorian/Russian coin or medal

Hi every one, I've been trying to identify this coin but can't find anything like it anywhere, if anyone has any idea it would be much appreciated.

Found the link, its a spiel marke used in gaming during the 1850's, but still can't find exactly where they were made and there are several versions with different shield on reverse and different txt on the obverse.

That is very similar but the txt is different around victoria's head.

Oh yes, but it's very very similar. Does victoria have family in Russia? Or Austria?

I recently read that she haquite a lot of relative across Europe. One of the reason her portrait has ended up on these gaming/gambling tokens.

I don't know if you know, but in the XIX century, all the europe was empires or kingdoms, and the emperors and king or empress and queens, was in the same family
