Is there any way to cancel a swap if the swap partner does not sent in a reasonable time? It has been confirmed on March 2nd he now says he needs to redecorate his house before mailing.

​Sounds awful to be in a situation like that. I think that the only way is a common agreement (you and your swap partner) in order to cancel the swap by ending it with no rating (no stars involved).
Cents are money too!
