South Africa 1 cent mintage figure

On South Africa page 9 for the 1994 1 cent piece the mintage figure is 239,000.
Can someone please confirm whether this is the correct figure?

My 2012 Hern's has 239M for the total mintage, which we would read as 239,000,000 and there is a Proof mintage of 5,804 so in my opinion, the figure that should be used for circulation mintage would be 238,994,000.
