I came across this one recently.

Could it be caused by a variation of metal or impurities?

Hello jhhiai
This coin is a brass plated steel coin. The bubbles are from a bad plating. Something was under the brass, water or some gas.
It is, what it is, or is it.

Apparently bubble like this can be caused by some gas during the melting processus of the planchet, plated or not.

Or pressing the coin. When they are pressing and putting on the images. There is a lot of pressure and heat.
It is, what it is, or is it.
