Obv/Rev disparities

A fair amount of my foreign coins were put into 2x2s decades ago before I knew which side was obv or rev. Thanks to the definitive Krause catalogs I've since corrected lots of my mistakenly housed coins.

But your catalog contradicts a few of Krause's obv/rev designations, such as:

Panama 1 centesimo - https://en.numista.com/catalogue/pieces1039.html

Philippines 10 sentimos - https://en.numista.com/catalogue/pieces6269.html

How should it be determined whether these need to be corrected? Or is Krause wrong?

Would be helpful to know before I start ripping open more 2x2s. z)

Here is the answer that I always follow.
Obverse should always be clear identification of country - that is coat of arms, rulers portrait or name (monogram) or simple writing.
Sometimes denomination can be on same side where is identification of the country.

It seems that both of these pages need to be edited.
And what about the current Algerian coins

The animals are on the obverse and the reference to the Country on the reverse.
