Add North Vietnam [solved]

We need to separate the issues of North Vietnam (the Democratic Republic) from those of the reunified Vietnam (the Socialist Republic). I therefore request the creation of "North Vietnam" within the group of states listed under Vietnam.
If you take a look at the state of the Vietnamese banknotes at present, it's a real mess, partly caused by mistakes in assigning notes between these two distinct politcal and geographical entities.
