Looks like the Ram image was added post minting - the only 10 shilling coin that NGC shows in 2002 is an FAO coin with a camel....

It looks pretty real to me.
Looks like an issue for selling to collectors either private or official...the shape is unique..unlike the camel coin which is round. At first I thought it was colorized similar to this coin which is done post minting but it's a totally different shape

I did some searches on the internet but couldn't find anything either :( ...so no idea about value. Where did you get it from?
In any case value is based on demand and supply...in this case the supply seems to be 1 coin :D ...
I bought a lot of 7 pounds of coins on ebay, and this coin was in it.
This is what I think.

At first I'm thinking it was made of silver, but it probably isn't. Countries like Liberia and Somalia flood the market with collectors coins for revenue. Although they are genuine, as is your coin, there are simply too many that the catalogue can't keep up. That's why we can't find it.

I read something about coins from those countries - they like to sell the rights to their coat of arms then mints can design any coin they like officially. Could be one of those
