Swap with members from India

Hello everyone,

I wanted to ask if anyone has done swaps with members from India in the last few months?
I have agreed to a swap back in April and have sent the coins in good faith. I was told that he would be able to send after May 1st, but after that I don't hear from him unless I send a message to ask and answer is always next month. In September he told me that he can't send to Croatia but can to some other countries, including Germany. I said that I have family there and I could give him their address to send coins. He promised to let me know in October if anything changed, but he did not contact me.
He received my coins about 2 months after I sent them.
I know it was my mistake to send coins right away.
I just don't know if it is time to give up hope of getting those coins and just give him a negative feedback. I understand that the situation with corona is bad, but is it that hard to at least keep me updated?
Sorry for the long post, I would be grateful for your opinions.

I have won some auctions on eBay from a seller in India in March 2020. He said that he could not have sent them (to the USA) at that moment because of Covid, I asked him the same in May, then in June. Then in August, he did not respond for a long time, so I thought I could forget about them. eBay could not have helped me because too much time passed since the purchase occurred. Then he responded in September, saying that he still cannot send them...
At this moment, I don't know already if I ever receive them.
Honestly, I think, it was probably my last purchase from India.
Many services in India are still Closed or limited to essential workers. It varies from state to state and between cities. The post office is not delivering to small countries at the moment. If your contact has in general good ratings, I’d suggest you give him the benefit of the doubt and wait a while longer. If he doesn’t have a stellar rating, then you might not be wrong to assume he’s leading you on.

It is not possible define this as general behaviour but for me, an indian collector, that usually offer the swap, should be suspictious. In more than 200 swaps through Numista (and other previous) I think that I've finished right only one swap with indian collectors. Not in last times, but some months ago, I've received several offers to swap with indian collectors. Normally there was people that: 1) Only need euro coins (and high value, 1 and 2 euro) from my list; 2) Offer common or relatively common coins, always overvalued with catalogues or real market... and 3) and definitive, when you call your experience as clear condition to ask that they send first, and once you received, and only the, you will send your part of the swap, they automatically dissapear. This is all before corona arrives, but is my general experience with indian collectors and swaps

I have many exchanges with a collector from India, always without a problem. The only difference is in time , usually customs clearance is for two weeks. So the shipment there is 3 weeks in both directions .
Only one in ten -the packaging was damaged and the customs sent back.
Maybe there's a bigger problem right now however, mail works for sure , this would be confirmed mainly by collectors from India.
My experience is good ,, and we're talking about a billion people,,

India Post's domestic mails are working fine now but international shipping has not resumed fully.
It looks like right now only plain letters are allowed to Croatia.
Check out the latest notification issued on 15th Oct at below links. It have the list of the services available right now to send mail to other countries.

Just received the following message from my trade partner in India..."Just keeping you posted, our postal services have started accepting Registered post except few countries like Argentina, Brazil, USA, Netherlands etc. I shall visit Post office again next week and update you the status.

I guess I will give him a bit more time, although it would be nice if he would contact me for a change. Until I sent him coins he wrote to me almost every day.

​This should not be a general behavior from Indian collectors but one may face different issue all together and that is explained below:
1. There are less actual collectors than traders
2. There may be cheaters not collectors

I understand you would have faced several people like this but they are not collectors believe me.
Now the question is: If there are thieves can't they be caught? Is it a lawless country? My answer is no. These kinds of people should be put behind bars. If you are willing to go for this, I can help you filing complain. Please share every detail about those guys. There is a cyber crime branch of the police too who can look in to cyber crimes but they are not very advanced and investigation is more based on traditional methods.

If you are fine to share the details of the person, I can check by finding him and calling him. Some one known to me may be in the same city the collector is residing so things will be more clear. If you don't want to disclose his name and detail in good faith for some time you can take you time but please don't hesitate to ask for help once you think it is fine to share and I will try to check with the person. If there is a cheating, at least we can file a complain and I am confident the criminal will be caught if there is a criminal.
