Notgeld Issuers

What determines which notgeld are considered an issuer or not. I've entered two German notgeld items, one from Apolda (city issue) and another from Ahrweiler (private issue). Neither were added as new issuers.

I think all 1st level issuers are countries and 2nd and maybe 3rd level are counted as issuers?
Here is a complete list (for coin issues):

​This has also happened to me sometime. I think it's because the German Notgelds are not all classified under their particular issuer yet (there are many, but not all yet) I guess in the end they will all have their own issuer and then it will count you as different issuers.

I try to explain it with graphics:

If you enter German Noteld, the first ones you see (with a white dot in front) are not yet classified as different issuers, and they are all under the general German Notgeld issuer.



If you scroll down a bit in the same drop-down box, the first different issuer that comes out (with black dot in front) is "Alsace-Lorraine, Imperial territory of› Algrange, Municipality of "



Here is an example in Djibouti, where there are 3 separate issuers (black dot in front).



I hope I am right and have been able to help you. If I'm wrong, someone please explain it to us.
