To be honest I would not merge any of them, the photos are not that good, there may be some color differences in underprint, or something similar. Until we will have a guideline for adding notes to the catalog we should keep them separate.
LE: We can't ignore the text only because the design is identical. If we follow that idea we should merge identical notes issued by different issuing authorities because they look the same, or notes with different sizes.
Also the positions of the seals on the back of 46 are different from 56 and 59 , same as 28 and 38 but those don't have EL in bank name. I don't know if the seals are randomly placed or not, but if they are not this is another difference.
Looking at Bank Note Museum, the seals switching places from P#46 and P#56 is not random. So, as allexis said, there are differences between all of them:
P#28: Original note
P#38: Changed "UN" to "UNO"
P#46: Added "EL" to bank name
P#56: Switched positions of the seals
P#59: Added "MEXICO D.F." above the date
So... I would prefer to keep all these notes separate.
For such similar notes (if they absolutely have to be kept seperated) there needs to information on the identification markers in the comment box (not in the description) and links in the 'see also' section not just a sentence similar notes exist number, number etc.
I absolutely hate it when I have to play where is Waldo or spot the difference just to input a coin or note.
