Well, we can see the date AH1115 (1704) at the bottom of the second photo, which is a typical date of Ahmed III, so yes it is Ottoman.

Ottoman coins were made of debased silver; the silver content on this coin is listed as 46.5%

My guess is that the dark color is not really copper. I have some Ottoman coins from the next reign (22% silver) that are dark brown and easily mistaken for bronze.
