Why are there two issuers for Madeira? [solved]

I decided to look up some old Madeira coins today, and found out that there are apparently two separate issuer entries for Madeira (complete with the exact same Wikidata link).

I'm guessing they should probably be merged? I can't figure out why there would be two.

(I considered posting my question in the duplicate listing thread, but decided that it probably deserves the visibility of a separate thread.)
The coins struck in the 1700s are listed in Krause under Azores but a note says they are for circulation in both the Azores and Madeira. So there should be a new joint issuer unless someone has information that Krause is incorrect.

After terifying struggle between the New Madeiran Empire and Enlightened Madeiran Principality, they finally settled the issue. There is one Madeira (once referee accepts my requests). 🙈
