Indo-Parthian (?) AE20 7.2g Mystery Coin [solved]

Thanks for taking a look at this unidentified coin. I’ve looked through countless Indo-Parthian coins but can’t find a match. Any assistance or direction would be greatly appreciated!

The coin is 20mm and weighs 7.2g.

The obverse appears to depict a man facing right holding a bird (with a wreath in its mouth?). The reverse appears to depict a woman facing right with some legends showing.
