agree. the date, mint name, tughra, and scripts have all been botched.
it might be very old, contemporary fake. there were whole towns employed making bad coins in the ottoman era,
it could also be a legitimate authorized not geld issue, also contemporary, but I have no references for you.

usually we call this kind of piece costume jewelry, but this one has no hole!
