I think the difference is between government issued patterns/provas and non-government issued tokens. The OP's coin is the latter. Government issued ones will remain in the coin catalog.
So far there is no evidence that these types are genuine/original patterns, so an exonumia for now. If evidence or documentation is found/ provided, we can check again.
