Hello,
Obsolete fractional paper money issued by a municipality in NY State during the US Civil War. Not connected to the US federal government. Small change became scarce during the war, so local and federal fractional currency was issued. Price wise today: Village of Elmira 5¢; 10¢; 25¢ Nov. 1, 1862 set of 3 notes, Fine or better, sold for $99 by Heritage Auctions recently.
