Banknotes were issued during the period when Finland was ruled by its Parliament after the Russian revolution. SCWPM lists these notes as ‘1917 Senate Issue’. These notes are common, and will shortly be added to Numista.
I therefore recommend that a new Issuing Entity be created ‘Senate of Finland’ for this period.
EDIT: Cancel this, overtaken by the later post - this issuing entity would be ‘Bank of Finland’ which is already in place.
