It isn't the Royal Dutch Mint's fault - & the blame should be placed at the doors of the Central Bank of Malta for not instructing the Mint to put a marking along the edge to indicate it is a reproduction.

 

Mints are in existence to strike coins, not to create instructions on how they are designed.
