Applied Currency Concepts 1 Volt polymer note 2013

I stumbled upon this note but I cannot find any information about it. The only info I was able to find was about the producer:

“Founded in 2011 by artist, Thomas Stebbins, and entrepreneur, J David Hamilton, ACC has grown into an internationally recognized producer of quality print products. Applied Currency Concepts was one of the earliest innovators to utilize high quality, durable, polymer substrate as a platform for a new generation of high tech security applications.”

Does this mean that the note is purely made as a test, for promotion or for a different reason? I see many of them being offered online.

Here's an example from ebay:

The listing did says Promotional / Advertising note.

I have nothing against this, but I will never buy this kind of ‘note’. In my opinion, they are not worth the plastic it printed on. No matter how cheap you paid for it, it is unlikely that you will get your money back should you need to dispose of it at a later date. There are so many fantasy notes in the market that people are just churning them out for financial gains, including those Zero Euro notes too.

Again, this is only my opinion.

I beg to disagree. Even though the market for these is a bit more limiting, people still buy these notes for different reasons so you could get your money back and possibly even make some money but you can also lose it. It all depends on the luck or knowing the right people to sell to, so I don't see how different these are comparing to the other extremely common and cheap notes. They are equally painful and hard to sell, especially if they aren't in UNC condition.

I understand why some collectors wouldn't want to buy these but the other part certainly would.
