As I am sure you are aware, private mints do not have the same quality controls as government mints. I suspect this planchet was struck once for one purpose and then reused and restruck for another. Essentially a recycled planchet.

I don't believe that to be true in this case as the the lighter letters match all of the letters of the main design. There are not two different sets of letters. They are offset to the left. It is odd that they are not the same size, but a much thinner font.
A double die or double strike would produce the exact same size font as the other and not a small and large font. It makes no sense at all. I believe it said something Similar. Good for one fare (Something) instead of the “RECVA” obviously added afterward. Even the font of RECVA is not the same font as either of the other 2 fonts.
