It fit both, but they made some coins, as you can see in the initial message.

It's another subject, but there are 2 kinds of "notgelds" in France : 

1-some official ordered by cities or departements, which usualy mentions “chambre de commerce de …” or so. These have to stay in coins section;

2-other unofficial made by dealers or companies (transports…) = tokens (exonumia)

There's still some work to sort french notgeld in the catalogue, as we can see for example in Indomini16's link on first message: those from Saintes and Lyon are tokens, those from Perpignan and Versailles are official notgelds (=coins)
