German , Russian or Polish notgeld!

Notgeld was issued Łódź in Eastern Poland after it was captured by the Germans in 1914.

The notes are in Polish and Russian.

I would consider them to be Polish notgeld.

What is the general thinking on this: German, Russian or Polish?

I'd say Polish too. Although the Germans were occupying the area, they didn't annexe it.
