It looks like to me that the coin/token has the fler de lis (the symbol of French monarchy) on it so it is probably French. To me it looks like a token.

No lettering, so it is likely not a coin.

 

Otherwise, it is reminiscent of coins from Strasbourg which sometimes feature a large fleur-de-lis both sides..
