Both the CBN (Canadian Banknote Co) & the BABN (British American Bank Note Co) produced the 1954 series. The CBN were responsible to pint the majority ($1.00, $2.00, $20.00, $50.00, $100.00 & $1.000) while the BABN were responsible for the other two denominations ($5.00 & $10.00). Imprints in the front bottom border reveal the printers on each note. Both plants operated from Ottawa until the BABN shut down operations in 2012.. The BABN did not print the $1.00 note you linked.
As far as the offending "Devil's Face" image is concerned, the story begins with Yosuf Karsh's original photograph of HM QEII. George Gundersen, art director for the BABN, made the engraving. An English politician (H.L. Hogg) wrote a scathing letter to the High Commission in London in 1956 & the plate were modified to remove the offending image according to this BoC Museum article.
Millions of these notes were released in 2 years so most low denominations (except replacements & a few higher denominations) are still easy to acquire. The tougher ones are EPQ (or original) UNC since many collectors pressed notes back in the day. The high premiums are primarily due to world/US collector demand & hyperbole.
