1 month is nothing. Especially on international swaps. The letter is probably somewhere in customs.

After 2 months I would get a little worried, after 3 months there is only a low chance that the letter will arrive.

One letter that an Irish collector “send” didn't arrive after one month. I am still waiting for it. Im from Slovenia 

Well it arrived in one piece. Never thought it would take so long. But what do we do if after a reasonable time the package hasn't arrived??

It depends. First, you wait. I would say for up to 3 months. Yes, I had a package that took more than 2 months to be delivered. Then you reach out to your swap partner and see what you can decide. And each case will be individual.
