We currently have two pages for France P#51, one printed in Paris, the other printed in Clermont-Ferrand. The only difference is whether the serial number is printed or hand-written. Surely these can be combined, an appropriate comment added and year lines used to distinguish the subtypes?

Also, the Clermont-Ferrand note has no image. I would steer away from merging a listing with a known difference (Hand-written vs printed serial number) which does not have an image, in case there are other differences which are not mentioned in the description.
I fully understood the differences in emissions and perhaps, yes, the right thing to do would be to keep the records separate.
On the other hand, I realize that no Numista user has registered for both banknotes. It must be a rather scarce piece. Along these lines, I believe there would be no problem joining the records.
I would like to revisit the subject and hear more opinions. =)

We still don't have an image for the Clermont-Ferrand note and nor does Bank Note Museum. I'd still favour combining them, as that might stimulate someone to provide an image if there is a bigger difference.

Analyzing the context of this case, I am inclined to agree with joining P#51's records. Both have NRI = 100 (no registered users) and there are doubts regarding the issuance with a handwritten serial number. If users appear with this note for registration, we can reanalyze.
Can we forward it like this? Any defense still for maintaining the separation?
