Hello, Here is a USA 1982 D 1 cent. it's weight is 3.05g and diameter is 18.95mm. it's a steel zinc colour my understanding is that this year doesn't have steel or zinc-coloured coins. I tried scratching it but it does not appear to be a coating of some sort. Is this an error coin? Thanks

In 1982 both copper (bronze) and copper plated zinc coins were made. Yours is the bronze type at that weight. If it looks like steel/zinc then it's been plated post mint.

LoL I am laughing about the 1982 discussion Sirian and I have been having, been busy with work and pursuing a career in Law Enforcement so I haven't been on for two weeks and the first penny post I see is about a 1982 weeee!!! I do know with the weight yours is definitely a “Copper” penny as bronze has to weigh a minimum of 3.10 grams. I've noticed on True Struck bronze pennies that when they weigh exactly 3.10 typically there are no errors and the penny tends to look magnificent. The “pay dirt” 82 penny you are looking for would be a 1982 D mint small date weighing 3.1 or better, a 1982 - D small date copper I particularly haven't heard of, but the elusive 1982 - D Small Date Bronze is definitely in existance and very elusive again!
